Yuan Yongkang, the superintendent of the Police Mobile Force Training School, said that the composition of the water, like the pepper spray currently used by the police, was "pepper oleoresin", which had the same effect, but could be fired more accurately, emphasizing that it was a low lethality weapon and would not cause permanent damage. The effectiveness of the water began to decline after 30 to 45 minutes.

As for the circumstances under which the pepper ball water gun will be used, whether the police's guidance has established the use distance limit, and whether it will shoot at the head. Yuan Yongkang said that the police officers were trained to shoot at the center of the target person's body, and they would also judge when to use it according to the actual situation.

He added that after the test is completed in January next year, the police will review it and decide whether all front-line police officers need to be equipped with this pepper ball water gun when they are on duty in the future.
